Non Quoted Comment Handler service could handle Outlook better

The Non Quoted Comment Handler does a good job at stripping off quoted text represented by lines beginning with ">". However, Outlook doesn't use this form of quoting. Instead, perhaps this service should exit scanning the incoming email when the "----Original Message----" line is encountered?
