As an admin, I would like to disable the ability for users to create private filters

      Problem Definition

      In Germany, there is a law (Works Constitution Act / Right of co-determination) that prohibit the creation of lists or graphs or any analysis with reference to any person.

      Suggestion

      An option to disable the filter creation for all users, so that they can only use the filters created by the administrators. Or/and to disable any filter creation with reference to a person
