Problem Definition

While using Russian, Japanese or Korean Language Pack, the button labels for Add Gadget, Edit Layout and Tools are not translated properly.

Steps to Reproduce

1. Change the user profile language to русский (Россия), 日本語 (日本) or 한국어 (대한민국).
2. Go to any Dashboard.

Expected Result

All button labels are translated accordingly.

Actual Result

The button labels for Add Gadget, Edit Layout and Tools on the top right side are full of question marks
