CSV Importer: attachments and status history

1) I would like to include attachments when importing from our historical defect tracking software, but do not see any means to do this with the interface. Is this supported out of the box? Or do I need to create and run SQL scripts, or modify the source code?
Our old defect tracking application includes a field with a simple path where the attachment is included.

2) Our old application includes state (status) history similar to JIRA, but I do not see any means to import this other than writing to the database or modifying the code. Is my assumption correct?
