Allow Mapping of Issue-Key for Import issues from CSV (for all the users)

      Problem Definition

      Currently there are two way for importing issues:

      1. Import issues from CSV (for all the users)
      2. External system import

      If first option which is widely used by all the users in JIRA the issue key is not available in the drop down mapping field

      Suggested Solution

      Allow Mapping of Issue-Key for Import issues from CSV (for all the users) as we cannot provide administrator right to all the user to perform external system import(JIRA Administration > system > external system import > CSV).
