French characters are not Exported Correctly via CSV

      PROBLEM

      When exporting French characters via CSV and you open the exported file in Excel, the French characters are not exported correctly.

      STEPS TO REPRODUCE

      1. Create an issue with French characters.
      2. Go to the issue navigator and search for the issue that has just been created.
      3. Export via CSV
      4. Open the CSV file.

      ENVIRONMENT

      • JIRA 7.2.2
      • Postgre SQL database

      EXPECTED RESULT 

      French characters are correctly exported.

      ACTUAL RESULT

      Résumé was exported as Résumé

      été lancé was exported as Ã©té lancé
