Times that should be relative occasionally render as 'LLL'

Occasionally, some timestamps on some pages (like in the Activity Stream on dashboards or the user profile page) will render as 'LLL' instead of the actual time.

Steps to reproduce:

Unknown; error occurs intermittently.

Workarounds:

Setting the jira.lf.date.relativize application property to false should prevent the problem from occurring. Please refer to Disable relative dates in JIRA applications for the detailed steps.
