FileService isn't finished

The FileService code (which I wrote!) is abstract and needs a FileCommentService and a FileCvsService, just like the pop services that are available. I didn't write those classes because the [File|Pop]CvsService and [File|Pop]CommentService code both work the same and duplicated that code wouldn't have been dumb, so I figured you guys could find a way to make them work a little nicer together (maybe a Util class to parse the messages?). Anyway, I'd like to see this finished soon. I might try to write them myself (redundant code), but I think it'd be best if you guys did it in the long run.
