Summary

Can't use multi-byte characters to search issues when linking issues.

Environment

• IE11

Steps to Reproduce

1. Create an issue whose summary include multi-byte characters like "テスト"
2. Link the issue from another issue
3. Click "search for an issue" in the issue linking dialog
   
4. Use multi-byte characters in "Find JIRA issues" dialog to search the issue which you created in the step 1

Expected Results

The issue should be hit by the search correctly as it is in other browsers (Firefox, Chrome).

Actual Results

The following errors was shown.

Notes

• As I mentioned above, this problem didn't happen in Firefox, Chrome
• I confirmed that this problem happened with Japanese, Chinese, Korean and Russian characters

Workaround

• Use other browsers
• Search issues without using "search for an issue"
