Add Vote button visible for Reporter

Environment

Reproducible so far on JIRA 7.1.4 and 7.1.9.
Only seem to effect user accounts that are added to JIRA from a sync of an LDAP directory.
Does not seem to effect JIRA internal directory users, or users from a delegated directory

Steps to Reproduce

1. Add an LDAP directory to JIRA and have JIRA sync over 1 or more users from that directory
2. Login as this user, and create a new issue
3. Navigate to More menu, and look at options listed there

Expected Results

As the reporter, the 'Add Vote' button should not appear to that user

Actual Results

The 'Add Vote' button does appear

Notes

Even though this appears, this button is non-functional. Which might make this just a cosmetic bug, but this should not appear on that list of menu options.
