Issue A-2 moved to Project B, becomes B-1
Both issues now show the link A-1 <-> B-1 so far so good

Now, user foo logs in. Foo has minimal 'jira-user'-type permissions for project B only.
Foo views B-1.
Foo sees Issue linking section, with linking heading/veriage ("cloned from" or whatever), but no actual link or linked issue shown. The heading informs the user that this was cloned, something they should not know.

Expected result: since no actual links are shown, heading should not show, and in fact the whole links section should not show.
