The ajax-based dropdowns in the header are not capturing and passing on keyboard interactions to the menus once they are loaded.

I use tab and the arrow keys to navigate the UI. These keys should allow me to navigate through and interact with header dropdowns and their items.

As you can see in the video,

I can successfully navigate dropdowns that are synchronous and static.
I cannot navigate dropdowns whose items are loaded asynchronously.

This fails accessibility, and is more than a little bit annoying.
