Index consistency health check is too strict in Jira Datacenter

Summary

Health-check index consistency check needs to be relaxed for JIRA.

Environment

JIRA datacenter

Steps to Reproduce

1. Run heath-check heavy loaded JDC

Expected Results

Heath-check doesn't show error

Actual Results

For JIRA it will be false positive and give following alerts:

• The issue index is inconsistent with the database state. The last issue update recorded in the database was at (Date) but the last issue update recorded in the index was at (Same Date)
• The issue index is inconsistent with the database state. Database has (N) issues but the index has (N+1) issues

Workaround

In the case of JIRA Datacenter, check if the HealthCheck: Cluster Index Replication error is present. If not, this could be false positive (see doc Cluster Index Replication)

As of JIRA Instance Health 2.1.21 (scheduled to be shipped in JIRA Core 7.2.8) we have disabled this check for JIRA Data Center instances.
