Hey,

In JIRA 7.1.7, a user with no "Browse User" permission (Global Permission) but with, "Assign Issue" permission (Project Permission), can still see the view the list of users when they click on the "Assignee" drop down.

If my understanding is correct, this should not happen and does not happen when we tested it out on JIRA 6.4.13.

This is apparently a know issue that was resolved previously .(https://jira.atlassian.com/browse/JRA-33215)

Can you confirm if this is really a bug or a weird new feature that JIRA has now.
