UMP plugin and outbound proxy

      The bug is discovered in UMP version 2.20.6 in JIRA 7.1.4 on-premise, but it is also confirmed in Confluence.

      The bug is that UMP ignores application outbound proxy settings (http.proxyHost and http.proxyPort) unless http.pac.proxyHost and http.pac.proxyPort are also defined. I've described the problem (and workaround) link here

      (It is actually UMP bug, but I haven't found UMP project here, so I've reported it with JIRA.)
