Project Settings link missing from main project view

Summary

The Project Settings link does not appear in the main project view for Project Administrators (users with the Administrators role)

Steps to Reproduce

1. Create a project or edit an existing one
2. Add a user that is not a Global Administrator (administrator, site-admin) to the Administrators role or to a group that is part of the Administrators role
3. Goto the project in JIRA

Expected Results

The Project Settings link should be visible

Actual Results

The Project Settings link is not seen

Notes

The only account's that can see the link are users that belong to a Global Administrator Group

Workaround

• Users can still click on the Gear icon in the upper right hand corner and select Projects for a list of projects they have administrative rights to
• Users can type GG and then type Projects for the projects page
