Cannot create new issues in JIRA due to JSD or JIRA Software license expiry

    Description

      Summary

      Users can no longer create new issues in JIRA even though JIRA Core license is valid, if they expire the trial license of JIRA Service Desk or JIRA Software. I would be better if users can still create new issues if JIRA Core license is valid.

      Steps to Reproduce

      1. Install JIRA Core 7.1.2
      2. Go to JIRA Admin -> Applications -> Version and licenses and install JSD or JIRA Software for trial
      3. Users can no longer create new issues once the trial license is expired

      Expected Results

      Users can still create new issues if JIRA Core license is valid.

      Actual Results

      Users can no longer create new issues once the trial license is expired. They will see the attached error dialog instead.

      Workaround

      • Extend JIRA evaluation, which is useful only for Server products but not for Data Center products
      • Uninstall the application (JSD or JSW) whose license is expired
