      Problem Definition

      Currently there is no way to bulk import user properties

      Suggested Solution

      Either have a JIRA user properties importer that accepts variety of formats for import or allow the properties to be set via REST API. Currently this is not possible with the current REST API as explained in: https://jira.atlassian.com/browse/JRA-45502?focusedCommentId=868389&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-868389
