Problem Definition
If a user wants to search for issues by clicking Issues > Search for issues, they are taken to an empty search that retrieves all issues that the user is able to view.
This places unnecessary load on the system, and in general doesn't provide anything useful to the user since they will normally go on to create a suitable search at this point.
Suggested Solution
Make the configuration setting to do not list all issues when clicking 'Search for issues' or JQL with Empty Search
Current Results:
The entire set of issues in the JIRA instance is returned as the search result.
