I added language_ja_JP.jar with translated .properties files, and switched to Japanese locale.
Then, I tried to attach a screenshot and add a comment, but the comment box can not be editted.

I switched the locale back to English, the comment box was fine.
With only Japanese locale, this problem happens.

Do you know any workaround for it?
