Notification is not sent when user is @mention while creating a weblink

Summary

When creating a Web Link on an issue and @mentioning a user in the comments, email notifications are not sent.

How to Replicate

1. Open Issue
2. Click More
3. Click Link
4. Select Web Link from left side menu
5. Fill out Web Link form with URL, Link Text, and @mention a User in the Comment section

Expected Result:
Email notification for @mention sent to user.

Actual Result:
@mentioned user is never notified
