JIRA Startup does not redirect properly once JIRA loads

Summary

When you try to load JIRA and the system is not 100% up, the browser used to stay loading until the application was ready. Once it was ready, you would be sent to the Dashboard or to the Setup Wizard.

Now, when you load JIRA and the app is not ready, you are sent to http://localhost:8080/startup.jsp?returnTo=%2Fdefault.jsp and it will not redirect you when done. It stays on this page forever. If you reload the page or open a new tab and try to load JIRA, it will load immediately.

Steps to Reproduce

1. Start JIRA and, immediately after that;
2. Try to access JIRA through the browser. You should be sent to http://localhost:8080/startup.jsp?returnTo=%2Fdefault.jsp.

Expected Results

You should be sent to the Dashboard or the Setup Wizard once JIRA has finished loading.

Actual Results

Nothing happens and the page does not redirect to JIRA's landing page.

Workaround:

Give a couple of minutes (so JIRA finishes loading) and reload the page.
