On the create screen the message "Some issue types are unavailable due to incompatible field configuration and/or workflow associations." appears beneath Issue Type

The message "Some issue types are unavailable due to incompatible field configuration and/or workflow associations." is useful on the edit screen to inform users that they may not be able to simply change issue types by editing the Issue Type field. However, there doesn't seem to be a good reason why this message would be displayed on the create screen.

Fresh JIRA instances do not seem to suffer from this problem, but many of my established JIRA instances display this message on every create screen for every issue type in every project. JAC in fact seems to display this same behavior.

I have tried troubleshooting this phenomenon by playing around with field contexts, field configurations, screens, workflows, and add-ons, but alas have no insight to offer as to what causes this message to appear on the create screen in some JIRA instances and not others.
