Summary
Currently when user tries to do Project Import from JIRA Cloud to latest version of JIRA Server, they will be prompted with the error message:
This data appears to be from an older version of JIRA. Please upgrade the data and try again. The current version of JIRA is at build number '70119', but the supplied backup file was for build number '71001'.
The error message is misleading because JIRA Cloud's build number is always newer version that JIRA Server's build number.

Steps to Reproduce
- Go to Setting -> System -> Administrator -> System -> Restore System
- Restore the Cloud backup in latest JIRA version and see the error in the UI.
Expected Results
The data appears to be from a newer version JIRA
Actual Results
The data appears to be from a older version JIRA
Notes
Full JIRA Import with that same JIRA Cloud Export works as expected.
