Enable more choices for default filter and dashboard viewing permissions

By default every filter and dashboard can be seen by everyone or no one else. As nearly all of the filters and dashboards we create are for the audience of the rest of our department, and not for viewing by the business users who are not in our department, the ability to default the filter and dashboard view to a Group would save us time.
