Notification on connectivity to External User Directories

      Problem Definition

      When an external user management that JIRA connect to is not reachable (maybe it is down, or there is network issue), there will be no notification in JIRA side. Following that, user login will fail.

      Suggested Solution

      Trigger a notification that the external user directory is not reachable.
