Cannot login as internal directory user if LDAP is enabled and network is down

JIRA does not allow to login as an internal directory user (say admin:admin) if there exists an LDAP directory and LDAP server does not respond.

Example: local JIRA with LDAP directory and internal directory.
LDAP server is not reachable.

I'm not able to login to JIRA using admin:admin. JIRA shows login screen, but when I try to login using admin:admin, it does not respond.

I also cannot upload my plugin using atlas-cli + pi.
