Issue with attachment called "70.1.jpg" is not viewable (again)

      NOTE: This issue duplicates JRA-5594 but without an attachment so it is viewable.

      When I create an issue and attach a file called "70.1.jpg", JIRA is unable to display the issue (the browser just hangs waiting for the page to load).
