JIRA Standalone on Windows doesn't write a log file

      When JIRA Standalone is run on Windows, it writes logs to stdout, which goes to the DOS console where JIRA was started. This prevents people from being able to send Atlassian a log file when things go wrong, and makes debugging problems with JIRA much harder.
