Portlet names need to be returned i18n'ized.

The portlet names need to be returned pre-i18n'ized.

This allows custom portlet plugins to be created with i18n files for all strings (including the name).

At present, the names are retrieved from JiraWebActionSupport.properties or Dashborad.properties.
