There shoule be an administration-page, where you can set DEFAULT-Preferences for each user (like a default-dahsboard).
Here you can set things like this:

• Entrys per page
• email format : html or text
• self-notification (on/off)

Each newly created user will start with these settings. The settings will remain valid, until the user changes them (like the dahboard)
