Increase default Timeout for Outgoing mail server

      Problem Definition

      Currently JIRA sets the default timeout value to 10 seconds when configuring the Outgoing mail server. This is usually good enough for users, but it is known to be the cause for a very common problem with duplicated notifications as seen here.

      Suggested Solution

      It would be better if the default timeout was set to 5 minutes since that is the value set by the SMTP definition in the RFC docs for timeouts.

      Workaround

      Manually update the timeout value in JIRA's Outgoing mail configuration
