Watches Panel shows in incorrect location with large number of users

Summary

JIRA presents the watches panel in a way that users can not easily be added to the issue when there are many watches.

The panel that is shown, is displayed in an incorrect location.

Steps to Reproduce

1. Visit a popular issue such as: JRA-9380
2. Open the Watchers list and observe that the list is shown above the watches panel.

Expected Results

The watchers should scroll, and the size of this panel restricted and still be useful, regardless of the number of watchers.

Actual Results

The panel is not usable, and is shown doing up from the watchers panel.

Workaround

Use the More > Add Watchers option to add watchers to an issue.
