      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      When upgrading JIRA, the pre-stage version will have new versions of the plugins, that are compatible with the upgraded version at some point - these can be copied across into the $JIRA_HOME/plugins/installed-plugins directory of the production upgrade before it's started, so that the reindex doesn't have to happen twice.

      This is important for larger instances as the indexing time can take a large time, so currently:

      1. You upgrade JIRA, then reindex.
      2. Install new plugins.
      3. Reindex again.

      The change proposes:

      1. Upgrade JIRA.
      2. Copy across the upgraded plugins on pre-stage from $JIRA_HOME/plugins/installed-plugins into the new version.
      3. Start JIRA, reindex, no need to reindex again.
