Please see the attached screenshots.
In the Default Permission Scheme, Browse Projects permission clearly gives the Administrators rights to see the project. In the screenshot, you can see that Administrator can actually See the issue in question in HIRE project.
But Permission Helper says that Administrator does not have permissions.
