Modern browsers use an alternative 'print' CSS stylesheet to render a page prior to printing. This CSS can eliminate parts of the page that are irrelevant in print, such as the header and footer.
JIRA should define such a print CSS (currently there is just one web-oriented CSS) and use it to eliminate the header, footer, menus, workflow steps and actions.
