"Communications Breakdown" error when accessing JIRA issue anonymously

Summary

"Communications Breakdown" error will occur when access JIRA issue anonymously.

Environment

• JIRA 6.4.11

Steps to Reproduce

1. Create a test project
2. Set the project permission, Browse Project to anyone
3. Log out from the current user
4. Try to access the issue directly, example _http://localhost:8411/browse/TP-1_
5. Then access the issue tab, All/Comments/Worklogs .. etc

Expected Results

It should produce some permission error instead

Actual Results

The "Communications Breakdown" error is being occurred.

Workaround

Right click the issue tab and open link in a new tab
