Allow a JIRA administrator to upload custom avatars that can be selected by any user

      Summary

      Currently, each user needs to select custom avatars for its own account. It is not possible to a JIRA admin upload an avatar image that behaves like the system default ones.

      Suggestion

      Implement an option to allow a JIRA administrator to upload an avatar that will be accessible for all users.
