Send notification to System Admin if Someone is given Admin Privilege

      Issue Summary
      As a user and Admin, I would like to be able to get notifications when a user is given Administrative permission(added to jira-administrator group or given the global permission for that group).
      The reason for this is it allows us monitor how many Admins there are on the system and in the case of a breach such as someone breaching the system and adding a user to the admin group, when we get notified, System Admin can know there has been a breach.

      Suggested Resolution
      Add notification feature that is triggered when a user has been given Admin permission, should there be a database breach of the JIRA instance, once JIRA indexes and notices this change, it should send out a notification.
