As an admin, I would like a progress bar for disabling/enabling issue security

      Problem Definition

      As an admin with a project containing 18000 issues, when I enable or disable the Issue Security for the project I often get a timeout.

      Suggested Solution

      It would be nice if I got a little progress screen like when doing a reindex or a bulk change to a bunch of issues.
