"View Watchers" broken with long list

    Description

      NOTE: This bug report is for JIRA Server. Using JIRA Cloud? See the corresponding bug report.

      On some issues (like https://extranet.atlassian.com/jira/browse/HPT-4340) - clicking on the "view watchers" button results in the list going off screen, with no scroll bar. Also the "Add Watchers" field is outside the screen.
