Select widgets are not accessible using screen readers or assistive technologies

      The custom javascript select widgets used for project/issuetype/priority/component/versions/etc are not accessible.

      This prevents issues from being created/edited when using a screen reader or similar assistive technologies.

            The fix for this involves adding aria attributes to the input and options when the selection changes. The aria attributes let the screen reader know what to announce.
