Summary:

• "What's New" Pop-up window for first login users will have trouble on downloading the contect from Atlassian Website.

Steps to Reproduce:

1. As an admin, create a test user in JIRA.
2. Log out
3. Log in as the newly created user.
4. Wait for the "What's New" Pop-up window to load.

Expected Result:

• There will be an information about the latest JIRA feature about the feature shown.

Actual Results:

• The window said that it have a problem on downloading the content.
  

Notes:

• Apparently, clicking the link will redirecting the user to a missing page on Atlassian Website.
