As an admin, I would like to stop users with bulk edit permission from importing from csv

Problem Definition

As an admin I want my project administrators to have bulk edit permission but I do not want them to be able to import from CSV.

I can limit them from importing from other formats using global permissions but there is no option to limit the bulk edit create: https://confluence.atlassian.com/display/JIRA063/Creating+issues+using+the+CSV+importer

I still wish them to have permission to create issues, just not bulk create.

Suggested Solution

Separate out the permission for importing from CSV.

Workaround

To create multiple user accounts with different permissions.
