When an issue contains sub-issues, the parent should not be able to be resolved unless all sub-issues are also resolved.

This behaviour should probably be configurable, but it would make sense that sub-issues block the parent.

On a similiar vein, if the parent issue is resolved, then the sub-issues should also be resolved, with the same comment/fix-for details.
