Disable users ability to change avatars/profile picture

    Description

      NOTE: This suggestion is for JIRA Server. Using JIRA Cloud? See the corresponding suggestion.

      There should be a option to limit/disable users ability to change/upload custom avatars (alternatively discard uploaded photos of pets or superheros).
      Currently administrators may change the avatars for users, but the user can change it back the minute after.
      If enabled, only administrators should have permission to change avatar.
