      Creation of new issue results in the following error:
      Form Errors:
      Exception: com.opensymphony.workflow.InternalWorkflowException: Could not create workflow entry

      The dtd does not seem to be the probleem (see issue http://jira.atlassian.com/browse/JRA-2776), it can be downloaded.

      Any ideas?
