To be able to hide custom field by default in field configuration

      When creating custom fields, need the functionality to newly created fields "hidden" by default in all field configurations.

      Currently when create a new custom field,have to go through all field configurations and "hide" the newly created field. As for some occasion, new custom field typically only needs to be visible in one or a few issue types.

            [JRASERVER-44161] To be able to hide custom field by default in field configuration

            We're off the scale as a Very Large instance of Jira, and only getting larger. Being able to Hide by default when new custom fields are added would be a great help vs having to go through 600 schemes and hiding this new field manually.
