Usages of German Umlauts in Labels are not encoded correctly when you click on them and results in a JQL Query Error

Use German Umlauts in Labes are not encoded correctly when click on it to filter.

E.g. "Maßnahme" results in labels = "Maßnahme"

Error in the JQL Query: The character 'U+009F' on line 1 at position 14 must be escaped. Use the escape '\u009f' instead. (line 1, character 14)
