Anchor links don't link to exact Anchor location.

Summary

If an anchor is added to the beginning of a comment that is somewhere in the middle of other comments, and the list of issue comments is big enough to see a collapsed view, clicking on a link to this anchor will land you in the right comment, but somewhere in the middle of the comment rather than the beginning of the comment where the anchor is placed.

Steps to Reproduce

1. Create an issue
2. Add about 20 comments, with roughly 20 lines each.
3. Edit comment number 16 for instance and add this anchor tag directly at the beginning of the list line:

   {anchor:here}

   .

4. Now create a link to this anchor - for instance in the description field with: "[#here]", and clink on this anchor reference to take you to the anchor.

Expected Results

The expected behavior is to land at the beginning of the comment where the anchor has been placed.

Actual Results

The link takes you to the right comment but somewhere near the middle of the comment. see screenshot:

Workaround

There is currently no workaround for this issue.
